Miramar, FL - An 18-year veteran of the Miramar Police Department was taken into custody Friday for allegedly making a teenage girl display her private parts to prove she and a friend weren't having sex in a parked car, authorities say.

Miramar police Capt. Juan De Los Rios, 46, turned himself in to Broward's Main Jail on two counts of lewd and lascivious conduct involving a child, a second-degree felony punishable by up to 15 years in prison and up to a $10,000 fine, according to the Broward State Attorney's Office.

According to an arrest affidavit, De Los Rios in January approached a vehicle in a parking lot behind office buildings in a Miramar industrial park. There he found a 15-year-old girl sitting in the rear seat, talking with a 19-year-old male friend.

The girl said De Los Rios asked if she and the young man had had sex in the car, to which she replied "no," the affidavit said. Still, De Los Rios allegedly made her remove her pants and underwear so he could verify whether she had had sex, the affidavit said. He allegedly asked that she lower her blouse, the affidavit said.

The girl complied because she feared him, she said. The girl, scared to report the incident, eventually told her parents, who reported it to Miramar police, officials said. De Los Rios' own agency investigated with help from the Broward State Attorney's Public Corruption Unit.

De Los Rios is one of more than a half-dozen Miramar Police Department members who hold the title of captain, the fourth-highest-ranking position. De Los Rios has been suspended from his job without pay, said Tania Rues, Miramar police spokeswoman.

His arrest is the latest in a spate of unrelated arrests this year involving government workers, including officers, firefighters and a courthouse employee.

Two Pompano Beach firefighters were among 10 Floridians arrested Wednesday, accused of being members of an illegal multimillion-dollar pain-clinic enterprise, the Drug Enforcement Administration said. Their charges, which include drug-trafficking and racketeering, resulted from a two-year inquiry, the DEA said.

Arrests also have occurred back-to-back the same day: Two Broward sheriff's deputies both were taken into custody on June 13, even though their charges stemmed from separate cases, records show.

One deputy was accused of leaving a crash site while driving drunk in Coconut Creek, while the other allegedly solicited an undercover female colleague posing as a prostitute while he was off duty in Pompano Beach, authorities said.

Some suspects long worked for their government agency before their legal woes. A Broward Clerk of Courts employee worked at the courthouse for 11 years before she in April was accused of failing to credit the clerk's account more than $5,000 in fees, officials said. She was charged with an organized scheme to defraud, a third-degree felony.
