That's the new punch line at City Hall.
I don't know how the 60-something councilwoman looks on a Harley. But I know how she looks to cops and council colleagues - like an officeholder suffering from Common Sense Deficit Disorder.
On behalf of the city, but without council approval, Galvan honored a local chapter of the Bandidos Motorcycle Club.
On behalf of the council, but without alerting the mayor, she applauded a group that rides by the motto, "We are the people our parents warned us about."
Police officers fumed. Council members expressed disbelief.
"It's shocking," one said.
"That's not something I would have signed off on," said another.
Galvan issued a certificate to the Bandidos' Northwest chapter in March. In appreciation for 10 years of supporting charitable causes, the certificate said, the club's dedication to the community is worthy of praise. The certificate also said: "The members of city council of the city of San Antonio extend their sincere congratulations as you celebrate this important milestone and offer best wishes for many years of continued success."
Galvan's presentation went largely unnoticed until WOAI-TV aired a report on the Bandidos last week, a piece designed to show a more favorable side of the bikers.
Standing beside them at an outdoor event, Galvan is shown reading from the certificate. In an on-camera interview, she says, "They are good people, even though they make a lot of noise."
Cops began calling one another. Did you see that?
Galvan sent a letter to police Thursday. Part of it reads: "I would like to extend my sincerest apologies to all who may have taken offense."
Police union president Mike Helle did not like the "may have taken offense" qualifier.
"Any time you give accolades to the Bandidos," Helle said, "you are slapping everybody in law enforcement - not just SAPD."
The apology, Helle said, did not go far enough.
Galvan did not return repeated calls for comment.
The mayor? Galvan's salute upset and embarrassed Phil Hardberger. He may have been more upset about something else. "I'm amazed anyone would think they have the authority to do such a thing," the mayor said, "but they do."
No one seems to know how or when the privilege began, but council members can officially recognize or honor virtually anyone. They can issue letters or certificates of recognition on the city's behalf. They don't have to clear them with their colleagues.
"There's a weakness in our system," the mayor said. "I'm going to try and change it."
At a minimum, Hardberger wants a council majority to approve future letters of acclaim.
"Clearly, that was not a statement of the whole city council," the mayor said.
The Bandidos, some will rightly argue, do perform charitable work. The club, Conexion reported in December, donated toys to underprivileged and abused children at Christmas.
As one Bandido told the Express-News in 2004, "We're about love, loyalty and respect."
Whatever you think of the Bandidos - outlaw motorcycle gang or benevolent, misunderstood bikers - the city is siding with police on this one.
There may be good people in the club's northwest chapter. But the Bandidos - with chapters around the world - have a history that dates to the '60s. Homicide. Assault. Drug-dealing. Prostitution. Not exactly the kind of record City Hall should celebrate.
I don't know if Galvan was trying to secure the biker vote when she runs for re-election. But it appears she's lost police support. Helle says his membership will probably pull it.
Evidently, Galvan did not see the big picture when she offered her salute. It's one thing to honor someone in your district. It's another to embarrass the city in the process.
