SANTA ANA – A California Highway Patrol Captain has been placed on leave while authorities investigate allegations he "fixed" a ticket for the Anaheim Ducks' all-star center.

Capt. Ken Rosenberg, head of the CHP's Santa Ana office that patrols 11 freeways in Orange County, has gone on temporary leave during the internal investigation, said Chief Skip Carter, acting deputy commissioner of the CHP.

Authorities said they are investigating a speeding ticket that was issued March 14 to Ryan Getzlaf, a 22-year-old center for the Anaheim Ducks who played in his first NHL All-Star game this season.

According to a copy of the ticket, Getzlaf was pulled over by CHP officer Ricardo Lozano at 9 a.m. on the northbound 133 toll road after he was spotted driving at about 84 mph.

At the end of his shift, Lozano filed his tickets away in the debriefing room of the Santa Ana office, where his and other citations are sent to court and processed within about 10 days.

A copy of this ticket, though, wouldn't find its way to court until April 28, 45 days after it was issued and weeks after the CHP began its investigation into how it was processed.

"We received information that this particular citation may have been improperly processed," said Assistant Chief Steven Lykins.

The investigation was triggered in late March when an officer told Assistant Chief Steven Beeuwsaert after a meeting that Rosenberg, whose office is decorated with Duck's memorabilia, had gone into the debriefing room and pulled Getzlaf's ticket, telling the officers present what he was doing.

Lykins said he could not comment on what happened to the ticket.

"That's part of the investigation," he said. "The investigation is looking into the processing of that citation and Capt. Rosenberg is part of that investigation."

Rosenberg could not be found at his Mission Viejo home for comment.

The ticket was found during the investigation, Lykins said. On April 28, CHP officials filed a certified copy of the ticket – rather than one of the original four quadruplicate copies – in court. A notice of correction, changing the date and time of Getzlaf's scheduled court appearance, was also filed in court.

Authorities would not comment on whether Getzlaf, a resident of Aliso Viejo, was contacted during the investigation.

If investigators prove there was misconduct in the processing of the citation, it would be considered a serious offense that could possibly result in internal disciplinary measures and possibly make its way to the District Attorney's office, Lykins said.

"It would depend on the circumstances," Lykins said. "It's clearly inappropriate for anyone to circumvent the legal process by taking action with an official document such as a citation."

The investigation, which is being handled by CHP officials from the CHP's border division, is expected to be completed in June.

Getzlaf is in Halifax playing for Team Canada in the International Ice Hockey Federation World Championships. A spokesman for the team said he would have Getzlaf call, but he didn't.
